Iteso Cultural Union Gets New Cabinet in Major Leadership Shake-Up

According to ICU officials, the reshuffle aims to fill leadership gaps left by resignations and losses while aligning the Union’s agenda with the evolving needs of the Iteso community

The Iteso Cultural Union (ICU) has announced a major cabinet reshuffle aimed at strengthening leadership and fast-tracking key development initiatives, including the long-anticipated construction of the Iteso Royal Palace.

The changes, announced by ICU spokesperson Hon Stephen Ojacor on Tuesday, July 15, 2025 in Soroti, were made by His Royal Highness Emorimor Paul Sande Emolot . It is the second reshuffle since he assumed office and comes amid efforts to reform and reposition the Union for greater impact both locally and in the diaspora.

Among the key appointments is the reappointment of Andrew Ocole as Prime Minister of the ICU. Ocole is known for his deep understanding of Iteso cultural affairs and administrative experience, and his return is expected to bring continuity to the Union’s leadership.

Hon Ecodu Francis Edison was appointed Deputy Prime Minister for the Northern Region, filling the position left vacant by the death of Jones Oluma earlier this year.

Other new appointments include: Hon Okiror John – Deputy Prime Minister for Central Region and Minister of Lands,Hon Adungo Fredrick – Deputy Prime Minister for East Teso (Kenya), Hon Ekudel Charles – Deputy Prime Minister for Southern Region, Hon Okwalinga Emeruka – Deputy Prime Minister for the Diaspora

Hon Stephen Ojacor was promoted to Cabinet Minister for Information, replacing Hon Okwii Constantine, who stepped down to run for parliamentary office in Kibaale County, Pallisa District.

In another strategic move, Mr Ochogia Abdullah was reassigned to the newly formed Iteso Cultural Union Development Foundation (ICUDEF), which will be responsible for mobilizing resources for the royal palace project, educational scholarships, and cultural preservation efforts.

Two former ministers; Joseph Ojatum (Tourism) and Elyau Davidson (Foreign Affairs) also exited the cabinet to contest in the upcoming general elections. Elyau has been replaced by Hon Diana Esele, a diaspora-based advocate known for her work in gender equity and youth development.
